Unfortunately the BF2CC is far from perfect, and teamkills are not the only way to get negative teampoints. However - if a player gets kicked for 5 teamkills with a score of -20 at the time, he's only kicked for one minute and them can rejoin the game with his previous score. If he gets 8 teamkills at once he'll be autobanned, but once he rejoins the game after the first kick the teamkill counter returns to zero. So, as long as he keeps his teamkills below 8 at a time he can play all day and never get banned. That clown will be banned manually however.
